Either would make an election more likely – Burnham loses the confidence of his MPs or the confidence of the financial markets. In either scenario an early election looks likely. The first reason concerns immigration and the political controversy surrounding small-boat crossings. Immigration has become one of the most important issues in British politics, particularly because Reform UK has made it a central part of its political message. A recent YouGov study found that immigration was the most important issue for Reform UK supporters, with 86% identifying it as one of the major problems facing the country. The same study found that immigration was also important to a much smaller, but still substantial, proportion of the wider population.

This creates a difficult situation for the Labour government. On the one hand, Labour needs to demonstrate that it can control Britain’s borders and respond to concerns about irregular migration. On the other hand, it must balance border control with humanitarian responsibilities and Britain’s existing legal obligations. Recent controversies involving migrants arriving by small boats and protests against them have demonstrated how emotionally and politically sensitive the subject has become. The government therefore has strong reasons to want to establish its position on immigration before the issue becomes even more politically damaging.

An early election could, in theory, provide a government with an opportunity to seek a fresh mandate for its immigration policies. However, this does not mean that Burnham is necessarily planning such an election. Indeed, his public position has been the opposite.
